The TSA debacle started prior to that, unfortunately. Basically the agency cut staffing with the expectation that more people would have PreCheck but that didn't really happen. So as passengers we're screwed now since they cannot process as many people as they used to.

Airlines actively notifying passengers has started more recently, mostly because too many were missing flights and causing all sorts of other problems for the airlines, even though they didn't cause the TSA mess.
