Even if the rates are the same, the OP booked a room type that was not provided. IMO the hotel is obligated to either provide at least the room category that was confirmed or to give compensation in some form. It's a contract.
BTW there are some HP locations where I would never stay in a room on the ground level or that has windows that are easily reachable from the ground, which would obviously include second floor rooms in some buildings. It's a matter of personal security.
