The difference here is that you are trying to change cabins at a connection point (rather than destination). The normal IAD-SPU ticket is going to be fared through IAD-SPU. If you really, really, want to change cabins it will force a fare break in FRA, which tends to stop you from using cheap fares (since they prohibit end-on-end). The "mixed cabin options" an agent would refer to would happen if there is no J availability on FRA-SPU, but you will be paying the same price as if you could book J.

All this makes me ask - was switching cabins on two tickets really cheaper than a Business fare all the way through?
