That is completely false. I use my US signature card very often.

Merchants are often surprised it is a signature card but I have not once been refused or even had a problem whatsoever (besides sometimes they need to find a pen!).

The regulation forbids Australian banks for issuing signature cards, it has no effect on overseas banks.
