Yes they do, but they sometimes seem busy, so it's faster if you did have an advance reservation, but if you didn't it's still possible to rent one at the airport. I often stop by if I need to get a simcard/rent a wifi for a different country outside of Japan (since the booths cater towards not only visitors to Japan but people who live in Japan visiting elsewhere).
