In my experience on award tickets from or to West Africa: yes, definitely. Probably other routes too, like in the Caribbean.
It's just lazy profiling because it's usually ~$30-150 in taxes for an award ticket where the name on the SM account = name on the DL Amex card = name on the passport required for an international trip. I'd say it'd be worthwhile for the verification flag if one or two of those names did not match the others, but maybe DL's fraud detection system isn't that savvy.
