I don't know anything about Constanta (but could ask Romanian friends).

Bucharest is not a "must see" tourist destination (unlike Prague or Vienna), but I wouldn't call it lousy - I have quite a soft spot for the place. There is a lot of poverty there, but also a lot that is worth seeing. Ceaucescu's palace is fascinating, in a strange sort of way. There are some good museums there - the one I particularly enjoyed was a museum of rural life set out like a village. Found some really nice restaurants too. Beware of taxi drivers - they will try to take advantage. But on the other hand taxi fares are so cheap that I almost didn't mind being taken advantage of.
