That is incorrect. There are airports (MIA comes to mind) where international connecting to international checked baggage can be checked through and not have to be recovered, process customs and rechecked.

+1. Other variations/examples of this are YVR and YYZ into the US. You pre-clear US Immigration and Customs in Vancouver and Toronto, Canada, so you don't have to re-check bags or go through passport control on your first stop back into the US.
