I don't want to be a United apologist, but the tone of this thread feels a bit harsh and disconnected from the relative world of airline IT.
The feature we are complaining about is only used by a small fraction of United flyers. It is also something that many assume to know how to use, but in reality no one does unless you work as a United IT developer. Some features are useful, such as upgrade inventory, but the rest of the buckets are becoming more and more of a high level abstraction on top of numerous processes, algorithms and data sets that we do not have visibility into.
Compared to the other big US airlines (AA and DL), united.com isn't perfect, but in general it provides more functionality that either of those airlines. If you include the new mobile app rebooking features, it is quite a bit ahead.
Yes, there are bugs, some of them serious. The export mode bug is really pretty low priority considering all of the other features. Also, most uses of export mode have simple workarounds.
