Almost all stores accept cards but the real bargains are at the markets where only cash is accepted.
As far as cheap prices go then Finns from Helsinki and surrounds do their weekly shopping in Tallinn, so if it is worthwhile for them to travel to another country to do their shopping then you can imagine the price difference.
