The hotel should have noticed the smoking by previous guests and hit them with a big fee (often stated at $250 for a basic USA hotel room) to cover the cleaning and unavailability of the room. For a suite, its rack rate would not be inappropriate as a penalty. If the hotel just looked the other way and hoped that the next guests wouldn't complain, then it's the hotel's fault and they should be penalized for this.
