If I had reserved and paid for a suite room, but had to move due to a previous tenant who smoked, I would expect them to reimburse me for the price difference in the two room types. It would be a nice gesture if they either threw in some bonus points or offered your first night free for the inconvenience, but in the end, someone smoking in that room wasn't the fault of the hotel (unless it were employees who were smoking in it. ) Note I say that as from the previous posts it looks like this is a non-smoking hotel and the there are 'no smoking' signs visible.
