Probably true, but the engineering expenses have already been incurred for the Global Express and would still need to be incurred for the CSeries.

Where are you proposing to put the torpedoes and bomb bay? The primary intended mission of the Aurora was as for ASW. If the new government purely wants a patrol/search aircraft with no offensive/defensive capability you are correct.
