You cannot mix fare classes on one PNR like that, so I think your only option is to buy 3P 1Z and figure things out between all parties.
From my perspective, I assumed it had more to do with some kind of RM control than pure "unwillingness" to sell the seat.

I also assumed that, very often, we would get new P space open up gradually as the cabin gets sold out, and that a nice chunk of the cabin was likely to be P fares (or at least very much so more than 3-4 on a 40J flight).

This led me to believe that, most likely than not, AC would be willing to sell a bulk of 4+ P fares. It probably just doesn't want to sell it out in one shot as it tries to motivate purchases (only 2 fares left at this price!!!!11!!!11!one).
