Credit cards can vary depending on card issuing banks. Cannot generalize all Master Cards will have same issues. Some Master Cards do have less problems using outside of your home country than other Master Cards, those are dependent on credit card issuing banks. I have Master Card from Citi Bank and never had trouble using it in Japan for more than 10 years. My ATM card is from Bank of America and never had trouble using at Japan Post and 7-Eleven.

As other has mentioned, Capital One 360 card issuing bank at your home may not charge you foreign transaction fees, but ATM operating bank in Japan for sure will charge you transaction fee every time you use your card in Japan.
