You are not going to upgrade one without the other, so why would you consider
one in flex and the other in tango?
You may as well save the money and put both in Tango.
Its not about the upgrade but rather the $ spent for Tango vs Flex (but would like to get 100% for the mom).

If your goal is to rack up miles you can redeem, then flying is one of the least efficient ways to do this, when compared to things like credit cards and partner offers.
Consider this: FRA-YYZ-FRA will earn 7,890 miles in Flex, or 3,945 in Tango, but Flex will cost you twice as much ($1600-2000 vs. $650-850 round trip) if you're lucky.
The additional 4,000 miles from Flex are worth maybe $80-100.
Goal is to earn miles and redeem it later, would be nice to get status but as it stands she only comes to Canada twice a year, even booking PY that would get 19706 miles far from 25k. But if we do 3x a year then it would be worth it...
Thanks for the input, I used to fly a lot for work few yrs back, like most FT maximizing status miles, so I put too much focus on this that I forgot to see that its expensive way to rack miles and of course work paid for it.
