Even if they are operated by the same company, they may have a totally different ISP arrangement. The first may very well have been a learning situation and they went for a better deal the second time around and the first will get changed when the contract is up.

All too often people seem to think just because one outfit does things one way they all will follow suit. The larger FS properties were typically the early adopters of HSIA service and paid a dear price for it (hence the charging) whereas the lesser properties coming along later were able to get a much better deal and could offer free service.
