Yes, this is obviously correct. Any old Thai Consul, some/many of which are not Thai, can sell you a visa. Thai arriving Immigration is plugged in to all sorts of int'l/dom watch lists (incl. now APIS), and any IO can refuse entry for a variety of reasons.
Still, the number of foreign criminals caught here daily is staggering, so not sure how good a job they are doing filtering the riff-raff?
