It's normally the following configuration:
Locomotive
Baggage (if applicable)
Business Class
Quiet Car
Coach
Cafe
Coach
Coach

And so on. My best guess is that there were complaints about the locomotive horn in BC and/or the Quiet Car. Unfortunately, this also means that BC now gets a long walk to the cafe (5-6 cars on a long Regional vs 3 all the time now).
