I believe this means 240 minutes from T1 domestic to T3 international.
I assume SDV to TLV is shown at 180 because it does not include transit time so it is the same 3 hours as anybody should plan when flying out of TLV. (Not sure what MCT really means in the context of coming from another airport but anyway that's what I get.)
We see the exceptions for IZ (Arkia) but not for 6H (Israir) because Israir does not fly to TLV, only to SDV.
