You can bring otherwise "acceptable" food into the US under GE and into Canada under NEXUS. You'd just better select the right option on the machine when presented with the food questions. It may or may not result in a re-direction to secondary depending on the mood of the agent who looks at your printout from the respective machines.
Since going into secondary for food (I declare it all-teabags etc) negates the Nexus 'benefit' we either don't bring back any food or go thru the regular line where the agent usually accepts the choc bar etc without the need for secondary.
