I think the answer right now is, it depends.

I suppose it matters if the usage is legal or not. It also probably matters if taxes have been paid and if the government wants that missing tax revenue.

I'm more curious to see the company list than the individuals list. Those companies could experience some consumer backlash.

Disclaimer, I haven't read anything about the Thai aspect of the leak. The only info I have seen regarding Thailand is the same sentence as above.
