Total reliability is a tough requirement, not so much for Internet connectivity as for power -- which is regularly interrupted in Bangkok (usually but not always with advance warning). And if you really want the lowest cost of living you might want to consider Cambodia, Vietnam or Indonesia... not that the power supply is any more reliable in those places, mind you.

My two cents would be that I've never had a problem logging onto Flyertalk from Singapore
