That does not accord with my experience. It sometimes happen that some fares available via ita software are not available but that is relatively rare ime (and one needs to bear in mind that inventory on ita matrix is us-based). What is true is that I have had sometimes to have recourse to a good travel agent to book ita software fares. For low fares like this, this is often not worth the hassle though.
