It sounds like you don't need the surfboards during your stay in Tokyo - perhaps you can have your surfboards sent from Haneda to Narita by Yamato/Kuroneko or one of the local transport companies. Since this is an odd/oversized item you'll have to call ahead or mail an inquiry to check how much this would cost you. But I can't imagine it being as expensive as what the hotels are asking for.
