I've been flying into PVG on a regular basis since it opened and the longest airplane to curb has ever taken me is 50 minutes (half that is most typical).
The 3-4 times per hour was when it first opened. Due to lack of traffic, it was cut back.
The last time I was there was in Jan., and it was either once an hour
or every 30 minutes.
P.S. I just checked the official schedule. It does show 15 or 20 minute frequency,
but we all know that things in China do not necessarily operate to schedule.
I fly into PVG or SHA about 4 times a year. While SHA is " airplane to
outside" in less than 30 minutes most of the time, I don't think I have
ever done PVG in less than 1 hour.
