However, the poster is from UK. For the foreign visitors both Hertz and Avis quote the rates that already include all insurances, and the mandatory liability.

True, but this was Fox, not Hertz/Avis, so I don't know what they include.
Also, to clarify, everywhere else there's some minimal amount of liability insurance included in the rate, it's not what any reasonable person would call coverage ($10-25k, often).
