Assuming you mean US dollars, about the only hotel in Singapore that *doesn't* meet your requirement is the Raffles. (Even the Four Seasons routinely offers specials for <US$200.) I second the earlier recommendation for Royal Plaza on Scotts - nice hotel in a good location (3 minutes walking from Orchard MRT); reasonable rates; free minibar. But don't book anything without trying priceline first - you can get some choice hotels for about half of the published rates.
