The chargeback gets you nothing as all UA does is send the same rationale through to your CC issuer and you lose. Pretty routine.

DOT also won't act so long as the carrier cites to the operative provisions of its COC. And it will. It's a line in the sand for the carriers and they don't back down when you file a DOT complaint because they don't get dinged.

The only way this changes is through a DOT rule requiring it for involuntary cancellations.
