Lack of refund when UA cancels return flight, Is this a DOT complaint issue?

Short summary: Flying 4 people RT, CDG to BOS. First leg is a codeshare on LH and gets me to BOS without problem. Return leg from BOS to CDG is on UA and cancelled due to weather. UA is unable to get me to CDG until at least a day later which will not work for me.

I asked for a refund for the return leg and that I'd figure out my own alternate arrangements. UA says that they would reprice the flight flown on LH as a one-way and since that prices out more than what I paid for the RT, I would get no refund.

So UA cancels their flight, is unable to make any alternate arrangements to get me there within a day, and when I simply ask for a refund, they come up with this repricing scheme to not refund my money???

Huh? Can an experienced intl flyer explain what UA is doing and whether I have a legitimate beef here?
