That's mostly down to the incomprehensible layout of Dubai, where everything is laid out alongside a very long stretch of highway - equally, you would be saying the same about a hotel on the Palm if you were trying to go to Deira/Souks for example.
A hotel in the Downtown area (JW Marquis, Armani, The Address, etc) would probably be closer to everything on average, but even then you're really only saving 10 minutes' drive compared to the PH.
