My point was that categories have nothing to do with the determination of upgrades. There is a common much repeated misinterpretation that you're entitled to a one category upgrade. As the rules state it can be a room with a better location of even a suite. The hotel determines it and yes, there is plenty of wriggle room. However, if a room is available and they want to charge you for it, I would certainly be questioning it. I might get my way or I might not. However, in those circumstances charging does seem to cut across the overall intent of having an upgrade benefit.
