You have to bifurcate the purpose of the card from the identification purpose. Each has its own validity definition in the eye of the issuer.
I've found several references for various Alberta gov't services that state that expired Alberta DL is NOT valid as ID. Given that this case is about BC, and a BC DL or even a BC ID card has a 5-yr expiry and is by regulation invalid for ID after expiry.
The "line" is clearly about valid (non-expired) gov't issued photo ID for travel by air.
