In some provinces (Alberta is one) your driver's license is expired for purposes of driving a vehicle, but is still valid for identification purposes. The line about "valid ID" is restricted to instances where the the document cannot be used for identification purposes, such as temporary paper drivers license you get until the permanent plastic card arrives in the mail. Also some provincial health cards say they cannot be used for identification purposes.

You have to bifurcate the purpose of the card from the identification purpose. Each has its own validity definition in the eye of the issuer.
