Presumably the same way you prove to HMPO that you are entitled to a British passport if you've never had one before (or the Irish equivalent)

A driving licence showing birth in the UK before 1983 or on the island of Ireland before 2005 would generally mean that the holder is a British or Irish citizen, but this isn't true in all cases (father was a foreign diplomat / citizenship renounced / citizenship revoked - could happen to people convicted of terrorism who have another citizenship)
