Correct, this is a cashback card, and you do need to go to a Costco store to collect, but there is no need to spend it there. The only way to obtain this card is to buy a Costco membership. I assume that going to their store would be a routine activity for anyone who holds this card?

I have not seen any indication that Citi will convert discontinued cards, such as Forward, from VISA to MasterCard.
