Room-wise there isn't much difference between Travelodges and Travel Inns. Both offer rooms that are modern and clean but very small, with a bathroom, tea/coffee making facilities, television but no telephone.
Restaurant-wise Travel Inn has the edge over Travelodge. Travelodges are usually located next to a Little Chef which are glorified fast food restaurants (all the charm of a McDonalds, but you get served at the table). Travel Inns tend to be next to Brewers Inns which are more like proper restaurants.
