Well, they don't care if more than one person rides in the car. They just don't like it if there are no passengers, luggage only. EY policy, apparently. Could be due to some clause in their insurance... Could be due to security (as in: "has the luggage been under your supervision at all times?")... Perhaps someone from EY or one of the "contributing" apologists will have an explanation.
