I think it was about whether or not the spouses are considered to reside together outside of the US in some way that may or may not be independent of being legally considered resident together outside of the US.

Indeed, what I was suggesting is that it is not common for a resident to have a non-resident spouse. Insert citizenship and residing country at your leisure.
