I haven't been there myself, but Dunk Island Resort was our 2nd choice after Hinchinbrook; it should be within your budget and has a kid-friendly reputation. The downsides are that it's invaded by hordes of daytrippers during the high season and the diving is not good (but it's not stellar on Hinchinbrook either, go to Lizard if that's what you're looking for).
