How long has the R fareclass been around?

I'm still wondering if it's just that partners have not been updated/given word as to how this fare should accrue. Not giving QR ideas but they might push more discount fares into R in the future depending on the uptake they have here, and leave I to much pricier, semi-flexible territory.
