It almost seems like there may be a bilateral review every 90 days where Argentina decides whether or not to suspend or renew the suspension of the reciprocity fee for Americans, with the reviews continuing and the suspension being a suspension until Argentina is added back to the US VWP.

I'm not sure about how fast Argentina can make all the required doc security changes, but it wouldn't surprise me if it takes Argentina as long as a year. Also,
there may need to be some law changes/new laws in Argentina in order for Argentina to legally do all what the US and Argentina have agreed to do. But that's just me going by what has taken place with other countries in their dealings with mine.
