Unusual how? It is not common, but it's also been rather usual for plenty of non-residents of the US to have a US spouse.
There are US legal residents (citizen or otherwise) who have non-US-resident -(and/or even non-resident) spouses. Some people don't want their families abroad to have to move due to a variety of lifestyle reasons or because the US refuses to enable full family reunification in a timely manner (if at all) in the US.
