As a rule of thumb, you should never be able to get your hands on checked in baggage airside, as hold bags could legitimately be full of items prohibited for carry on (150ml tubes of toothpaste, etc). If you're on a tiny prop plane, then gate-checking a carry on bag and handing it back on the tarmac is fine, as it has already been deemed to be "safe". But if you've had access to normal checked bags, you should always need to reclear security afterwards.
