To be honest it wouldn't surprise me if it was a scam although the airport has improved in my last couple of visits.

I used to regularly have the security staff openly ask for Baksheesh when putting my bag through the scanner, they also tried to claim that a bottle of aftershave was larger than 100ml and would need to be confiscated despite it being embossed on the bottle. On that trip it was amazing the amount of times they tried to claim cameras couldn't go in hand luggage.

As I say though, haven't seen that in my last 2 visits.
