Those are Managers of the flight Attendants. They do sometimes go on flights and in some cases they do actually do work. Most of the time they are meeting flights to help make sure they get off on time. The are based out of the Airport and "base" of those that report to them -- So for instance "Ryan" is based out of YYZ and probably had done a YYZ-YVR Turn or a short layover in YVR.
