I've re-read your post carefully, to see where I went wrong. You still appear to be suggesting strategic manipulation of travel (as an alternative to personal wealth) as the principal means of attaining FFP status.
I think it's simply implying that putting yourself in the correct set of circumstances to achieve such status is a couple levels higher on the skill tree then simply hopping over a turnstile and racking up the subway miles.
