From looking at the transfers, it does seem HND is a lot closer to Tokyo but id probably need to switch trains to get to Shinjuku whereas from NRT it looks like 1 train, albeit about 45 mins longer. At the arrival time though, i wouldnt be able to check in to a hotel regardless so might not make a big difference.
Ill only be in tokyo for a couple of days before going to Bangkok for new year and then a couple of weeks touring thailand. At least i think thats the plan, only actually booked the outbound flight and nothing else yet. Was looking at Tokyo to BKK flights but have some concerns over AirAsia safety so might need to pay more for Thai Airways, also havent 100% decided if im doing new year in Tokyo or Bangkok yet.
Whatever you don't get a taxi from NRT to Tokyo centre use the Express. Also I would not have any safety concerns about Ais Asia. I have used them a few times and they come across as a well run and safe operation.
