IDB on UNited when rebooked by Jet

Original ticket issued in US on 9W

Due to brussels blasts, 9W rebooked on UA

UA issued its own PNR. Allowed online check-in and assigned seat.

At airport (BOM), UA rejected many pax who were rebooked on UA by 9W
(reason given was: although there are empty seats on the plane, shortened runway requires plane to take off with 40 empty seats and instead of IDB "our" pax, we will IDB pax who originally were on Jet)

Questions:
- is this a legal process? (i thought IDB for revenue pax was dependent on time of check-in)
- who is responsible for Hotel and alternate transport in this situation? 9W or UA?

Appreciate answers from those familiar with the rules

As per local UA staff: it is all 9W responsibility
As per local 9W staff: once UA has taken booking, u r UA pax and UA have to treat all pax uniformly as per their internal policies as well as applicable laws
