The average punter has to read this a lot of the time because - for example - when I try to book a flight+car to Toronto for next week - I see the following under 'changes'.

E.g. I don't know what the change fee is unless I can interpret the rules.

I agree - they shouldn't *have* to - but they do if they want to know what they are booking.
